Why can't Guardians / Students click the "Pay Now" button?

Guardians / Student will find the invoice in the Pending section, but unable to click the "Pay Now" button. This occurs when previous payment attempts have failed. The pending status is in place to prevent double payments. They can proceed with another payment once the system confirms that no payment has been made within the 35-minute pending status period.
